Bush demonstrates an extreme form of the Monroe Doctrine with decorum
OK, it isn’t the same Monroe that most Presidents refer to. However, I strongly suspect it is the Monroe with whom most Presidents would prefer to discuss foreign policy, particularly in a strong updraft.
